Real World Event After Action Template
This “Real-World” after-action report template is a modified Homeland Security Exercise and Evaluation Program AAR template. This template was developed by the Coalition for healthcare facilities (non-hospital) to use to evaluate the effectiveness of healthcare facility plans that have been activated as a result of a real-world event (not an exercise). The template provides direction on what should be included within each section of the document.

 

The template has the following sections to address:

  • Real World Event Overview
  • Analysis of Plan Activation (includes a summary of Plan performance)
  • Strengths and Areas for Improvement
  • Improvement Plan Matrix (highlights issue areas and the corrective action to be taken)

Topics discussed include Centers for Medicare and Medicaid Services waivers, Federal Emergency Management Agency reimbursement criteria, recouping disaster expenses, and Small Business Administration loan eligibility.

Immediate Bed Availability (IBA) and Medical Surge (HPP Capability 10)  (May 30, 2013)
Immediate Bed Availability focuses on being able to quickly provide higher-level care to more serious patients during a disaster with no new space, personnel, or equipment. This concept and implementation strategies were presented by HPP leaders.

These exercises were developed according to national guidance and principles outlined by the Homeland Security Exercise Program (HSEEP). It is important that CERT programs tailor their exercises to reflect realistic events that may impact their community. The scenario, objectives, and events can be modified based on what your CERT program is likely to respond to and what your program needs to test or practice.
